IIA-TES, Invest in America for The Economic Stimulus that projected to create 1,892,000 jobs in the United States, and then spreading to the world for the needy.

According to the “2003 APEC Joint Ministerial Statement-Strengthening an APEC Entrepreneurial Society”: No.35 “Ministers also welcomed Australia, s proposal for a research project to evaluate options for the more effective identification and monitoring of impediments to SME export activity. Ministers encouraged all member economies to co-operate and actively participate in the project.
A Task Force must be assembled at APEC CEO Summit 2009 for implementing the Pilot Exercise until the general implementation for rebuilding the global economy.
The crux of the Unprecedented Global Financial Crisis was “Industrial Blind Out-Movement”, the consequence of unemployment had been emerged to harm millions of people and families.
How to get the jobs back? The solution should be “III (Invent-Invest-Incubate)”; consequently, my wife Linda Din started a business in 1986 to trade my audio/video connectors in the multi-nation companies for earning the budget to achieve her invention which named “The eStore System” and also be abbreviated as “TES”.
Linda concluded her research of the unemployment at “People short of works”, so that creating new industry to produce tremendous business opportunities will be able to create a lot of new jobs; therefore, TES has been invented to fulfill the goal.
Linda promoted that “Steering the E-Commerce” by the concept of TES when she was invited to be a keynote speaker at APEC MM 1998 in KL Malaysia; then, she officially proposed that “Global Channel-TES” at APEC MM 2003 in Chiang-Mai Thailand as invited by Australia to win the best practice of strengthening the economy society and helping 240 million people starting a business.
President Obama said “We can create those jobs right here in America and lay the foundation for lasting prosperity. ” Indeed, the native working opportunities should be the most important. And the time has come! Due to the regulations of ePayment passed in 2009, various new products which incubated for creating jobs are ready to apply on the markets. The United States is the best place for running the Pilot.
I started a business in 1966 when I was 13-year old because my father was persecuted to put in the jail by government; I must found a “Cheng Kuang Metal Works” to make the Eyelets for living. My first foreign customer was Transworld Electronic Co., Ltd. who was from the United States.
The firm gave me lots of favor to deliver my family from extreme poverty to be rich, and afterwards, I was able to lead the Precision Industry developing in Taiwan.
Transworld Electronic Co., Ltd. grew rapidly as top 25 firm of Taiwan, then changed name to ”AVNET Inc.” for going public on the NYSE in 1975.
Mr. Bill Clinton, the US former President once said: “Much of works can not be done by government; the solution should be American ‘People through voluntary service to others’.” And we can tell that a brisk society is because of sharing, cooperation to benefit one another by the private sector.
Our ancestor taught us as followings:
1. The talent of people must be achieved.
2. The benefit of land must be accomplished.
3. The flow of goods must be circulated.
4. The use of material must be completed.

These 4 main elements were very important for establishing a positive society that will approach “Everyone has job, Every family has bread”, people can live in happiness and abundance to honor the Lord with their wealth.
We’ve been proclaiming such taught in the APEC since 1997 to receive the feed back, for example, TES had been admired as “the best practice for free movement of people, goods, services and capital”, and “A Multilateral Trading System for The Economic Stimulus as a Golden Net”, and etc.
The Investment of what we’ve been doing to be called as “SRI, Social Responsibility Investment”, the goal is for enhancing the human rights, Labor’s welfare, environment protection and anti-corruption; for the sake of accomplishing the goal, I proclaimed to establish the SRI Fund at APEC CEO Summit 2006 in order to avoid the economic plague. The concept of SRI Fund as the following chart:
Up to now, the Contactless Technology which we invented, that has become the most important industry to bring tremendous opportunities in; the world will be led to a new era of “Productivity Society” to produce the added value by means of the innovative industry. As to the “Consuming Society” should be sublated.
Implementation
We must set a Five-Year Action Plan to approach the goal. First, funding the capital by the intellectual properties. I’ll assemble a Task Force projecting to raise fund in the capital market for implementing the Pilot Exercise of ten thousand eStores in California, USA. There are two VAMs in one eStore. If the pilot run succeeded, a successful model will be set to benefit many people.
I suggested APEC to form a Working Group of Best Practice for the general implementation; the fund is from issuing 1.7 billion TranSmart Cards, USD 50 each card to have USD 85 billion for proceeding the affairs.
One eStore One Business One Job” was we sloganized at APEC MM 2003, expecting to re-open the native factories and thrive the businesses by new industry of our contribution that is like the seed fell on good soil, where it produced a crop--a hundred, sixty or thirty times what was sown.

An Infrastructure w/o spending any public dollars

Recall that 1982, I departed my own businesses because my father discovered that Phenolic Board (PCB) which I applied to my electronic products with extreme harmful elements. I left my home town- Tainan for Taipei to serve a toy firm named “Mattel Ltd Taiwan”, it's very easy to rescue that firm's Barbie Dolls by my highly skills, then the said firm closed Taiwan plant to seek for the lower cost to leave thousands of local unemployment people in 1986.

My wife, Linda Din took action to go out of her kitchen for starting a business to solve the unemployment problem because she heard those jobless friends venting their grievances. Linda realized that “Industrial Out-Movement is the chief culprit of jobless problem”, therefore, she invented a multilateral trading system named “Global Channel-TES” for “working at home to earn the global money”, and brought to APEC 1997 in Vancouver Canada for promoting that “One eStore One Business One Job for circulating the goods of vulnerable enterprises fluently in this welfare channel to gain better access to the global market.”

Linda said that “An Infrastructure w/o spending any public dollars(國家不花錢的重大建設)”, the concept was from “People through voluntary service to others”, the “Global Channel-TES” was won the best practice of helping 240 million people start a business at APEC MM 2003 when Linda played the role as a keynote speaker to address the needs of SMEs, the proposal was admired as a “Golden Net” for free movement of people, goods, services and capital. The most importance was the power from private sector, it’s no need to spend any one public penny.

Unfortunately, we're besieged by the entity of corruption on the island to hinder our paths of approaching the goal—to resolve the global jobless issues for rebuilding the countries. But I strongly believe that “The path of the righteous is like the first gleam of dawn.” I must give my thanks to the Lord Almighty, in all these things we're more than conquerors through him who loved us.

Eventually, I attended the APEC CEO Summit again to proclaim my contribution: “IIA-TES”. I said “Invest in America for the economic stimulus is the best way of rebuilding the global economy; yes, we can create those jobs right in America and lay the foundation for lasting prosperity.” to have the enthusiastic feed-back.

The gladdest should be at reading the APEC 2009 Leader's Declaration, Leaders declared that “We will maintain our economic stimulus policies until a durable economic recovery has clearly taken hold.

Some of leaders asked “How we can participate to make it?” I answered “Run the pilot exercise in California USA to make it. We can trade the royalty to raise fund for listing on NASDAQ for accomplishment of the affairs.

We knew that infrastructure should be pointing those airports, seaports, highways, railways and etc. Above mentioned infrastructures must spend huge money of the governments. But, Taiwan Former Governor Mr. Hsieh Tong-Ming who called out that “An Infrastructure without spending the public money” named “Hsiao Kong Plan” in 1972.

Hsiao Kong” means “Small Wealth”, extending the meaning is achieving the common prosperity on society.

Mr. Hsieh provided people a tool named “Living Room is Plant” to encourage the rest manpower of Taiwan pouring into the production.

The result of acting the Hsiao Kong Plan until June 30, 1978 was “Taiwan's poverty families were reduced from 470,000 to a few thousand.”—It's a specific record in the history of Taiwan.

I went to see Mr. Hsieh with Linda in 1996 on Hsieh's 90th birthday, the old gentleman told us “Hsiao Kong Plan was an infrastructure without spending the government's money, only a good policy came out that will benefit tremendous people to deliver those most in need from poverty.

I admired that great vision and put it into practice for achieving the common prosperity. But if we hope for what we do not yet have, we wait for it patiently.
