At APEC CEO Summit 2009 in Singapore, the representative of Panhornic ComMec Holding Co., Ltd.—Mr. Li-Chang Kuo who was asked about cloud computing, because the Panhornic's President Linda Din who was officially submitted that “Global Channel-TES” at APEC 2003 to win the best practice for free movement of the goods, people, services and capital as the following figure:







The central part of the figure that was easily to recognize a “Control Center”. Linda Din promoted that “creating new industry for new jobs” since 1986, and has been proceeding that social responsibility investment (SRI) for two decades or more. Linda invented the contatless technology to make a couple of “RF Transmitter” and “Contactless TranSmat Card” as the tools to construct the “Global Channel-TES” to be a multilateral trading system, which is starting from Consumer who takes a TranSmart Card approaching the VAM of Panhorn eStore to obtain the goods as an Electronic-Payment(B-C:Business-to-Consumer), and auto-deducted by the Toller(RF Transmitter), and the transaction records can be collected by VAM; then, the information transmitted through interphone by TSCM2000 at a real time clock, to both of the Control Center and the Supplier's Logistic Center making "Business-to-Business (B-B)" in quick response.


TranSmart Card is a smart chip card of highly security made by the contactless technology; VAM is a smart vending automation like manager included the functions of Toller/ Vending Machine/ Read-Erase-Write in addition to the transmission; TSCM2000 is a software of transmission supply chain management; above mentioned components are constructed to "The eStore System" which was abbreviated to “TES”—the best content of cloud computing.

Above explanation of operating the “Global Channel-TES” concerning the computing to calculate the numbers in plus and minus, and it's a certain matter of what we do not see by sight; consequently, it's called as “Cloud Computing”.

Panhornic Incorporation declared that “Investing the Control Center at Tung-Luo Science Park” in Oct 2006 to make Taiwan’s Prime Minister Su passed the budget NTD 1 billion for constructing the infrastructure in November 2006.

President Lee Teng-Hui(李登輝總統) cares about the unprecedented global economy crisis, he has been making much efforts to seek for the remedy. When Mr. Li-Chang Kuo (郭立昌) went to see President Lee on 26 February 2010 with his wife Linda Din (丁玲虹) to report the outcome of the APEC CEO Summit 2009, President Lee appreciated that “Global Channel-TES should be a reform key factor of finance and system!” Then, President Lee prayed to the Lord Jesus and gave the blessing to the couple.


When they met again on 17 April 2010, President Lee held Linda's hand asked the progress. Mr. Kuo answered that “A high level officer told me ‘Now President Lee supports you, no corrupt entity dare to harm you any more' at the Executive Yuan privately.”— (laugh!)




The leaders were curious about the said invention, they would like to know why the idea of “TES” came to the earth over twenty years ago?—the story as bellows:

Mr. Li-Chang Kuo(郭立昌) started his business in 1966, when he was 13-year-old to deal with a U.S. firm named “Transworld Electronics Co., Ltd.” by his hand-made Eyelet Lugs; afterwards, Mr. Kuo developed thousands of components, application materials and processing methods and automations to lay the foundation of Taiwan's Precision Industry.

Mr. Kuo delivered a Toy Company from death to top one in 1986 by his skillfully technology; the toy company thus shut off the plant of Taiwan and moved to other low-cost country seek for more profits that caused local 5,000 unemployment people—the event stimulated Linda's heart to make her reaching her hands for the needy; that's why Linda Din started her business in 1986, the only purpose was for resolving the jobless problem; and Linda realized that “creating new industry is the way of producing new jobs.”

In the beginning of 1990s, people on Taiwan often heard that “Linda Din(丁玲虹) declares to develop that vending machine operated by a chip card”, the purpose was for job creation—people who were laughing at Linda's efforts, especially the officers of MOEA of Taiwan except Mr. Li Chang-Yi(黎昌意).

Linda Din developed all the related researches by her own reserves to have the proto type in 1996, and prove the feasibility of her idea; meanwhile, Linda's husband—Mr. Li-Chang Kuo's “Project Incubator” that was fortunately accepted by President Lee Teng-Hui to succeed as a National Incubation Policy. Then, Secretary General of SME MOEA—Mr. Li Chang-Yi invited Linda Din to take part in the APEC Delegate of Chinese Taipei for APEC 1997 in Vancouver, Canada to show how Taiwan working on the innovative industry by presenting above mentioned proto type of “TES”.


And furthermore, Linda Din was invited by APEC 1998 in K.L. Malaysia to act the role as a keynote speaker for the topic of “Market Access”. Linda Din described above explanation of “Global Channel-TES” which can be run through a new commercial mechanism (ComMec) from business to customer (B-C), and or from business to business (B-B) as shown by the figure. Finally, Linda Din earned a bill of “Steering the Electronic Commerce” at APEC 1998.

Linda started waging a three-step tasks; step1 was to found Panhornic ComMec Inc. for completing her RD of TES; step2 was to select Taipei City as a place of running the pilot exercise of TES; step3 was further to install the eStore system in order to create a lot of new jobs. Therefore, she was busy in 1999.

So Mr. Li-Chang Kuo was assigned to participate APEC 1999 in Christchurch, New Zealand with Mr. Li to gain the conclusion as “Strongly Urge all economies to implement the E-Commerce”, and then President Lee Teng-Hui instructed the Executive Yuan to assemble a task force named “The Group of Industries Automaticaliztion & Electronic Business”—Mr. Li-Chang Kuo gave it a short name as “IE Group”.

We can see that the popularity of “E-Commerce” since 1999 in the world, and Linda Din went to Taipei City Hall on 24 May 1999 for representing her “Project Job Incubation” to encourage that Taipei Government issuing the Contactless TranSmart Chip Card for abundance of their treasury, and the citizens who were of the cards, and then Linda can run the pilot exercise of The eStore System (TES) in Taipei Metropolitan for free movement of the country's products to resolve the jobless problem.

When Linda Din attended the APEC 2000 in Brunei, she suggested to put “C: Communication” into “IT (Information Technology)” to be “ICT”, and accepted by the ministering meeting. Then, Linda's TSCM2000 which was put into the records of the RD Outcome of SMEs officially by government in December 2000.

Linda Din who was invited by Australia as a keynote speaker to share her view of strengthening the economy society and to give a proposal of helping people start their businesses; therefore, Linda officially submitted “Global Channel-TES” at APEC 2003 “Growing the APEC SME Exporter Community II: A Business Perspective” on 4 August in Ching-Mai Thailand to admire that “Indeed, Global Channel-TES should be the best practice”. Amidst the ministering meeting, the delegates of the economies rushes to come to Linda to ask how to run the eStore system, Linda answered that “First, government issuing contactless card; Second, people have cards as the tool of consumption; Third, Panhornic installs the eStores to help exporting small businesses of their goods.” And Linda supplemented that “The most important matter is to invest for building the control center of communicating, calculating and computing for clearing the money flow, and be fluent for the flows of goods, logistics and information as well.”




Unfortunately, There were series attacks which came from the entity of corruption who combined with the authority power to threaten, to accuse by the false testimonies, by the stolen documents like fury storms to devour Linda's soul and flesh when she returned from Thailand, in addition to the burglary broke the Panhornic's house on 27 January 2001 to close out the RD Result to cease the investment of NTD 499 million at THEPZ(Taichung Harbor Export Processing Zone), because Panhornic Incorporation could not complete the plant without those missing RD Result.


The corrupt entity easily overran Linda's properties and trampled down her reputations, and besieged her till no way out; Linda eventually fell down to earth after the furious attacks came from the island's wicked plus the public utensils (Tax Collectors, Prosecutors, Polices and Investigators) in 2004.

Although under the attacks, there was a round trip of the Panhornic's Presentation for introduction of “Global Channel-TES” held in Santa Clara, Los Angels, Dallas, Chicago, New York and Tokyo in September 2004; the attendees were interested in the middle of the figure—the Control Center; Mr. Li-Chang Kuo was patient to explain that “When consumer obtained the goods, the sales and income occurred in the meantime; so that control center and VAM & eStore must run the calculating, computing and communicating at real time clock interoperately in order to complete the transaction, and then distribute the data for all the stake peoples.”

Linda's living fire was put off on 23 November in 2004 after the furious attacks, she was sick beyond cure—no one can heal; fortunately, the Lord Almighty reached his hand to rescue Linda in rest, Linda who was gradually recovered like miracle by praying and reading the scripture.
At APEC CEO Summit 2006 in Hanoi, Vietnam, Mr. Li-Chang Kuo invited to attend the leader's meeting, they asked that “the progress of the best practice, Global Channel-TES ?” They heard Mr. Kuo's answer to respond that “you're persecuted by your government.” Leaders realized that “Corruption is the biggest barrier for achieving the common prosperity.” Consequently, “Anti-Corruption” was put into the Leaders' Declaration of APEC CEO Summit 2008 in Lima, Peru.


When Mr. Kuo participated that APEC CEO Summit 2009 in Singapore, many leaders still concerned that “the progress of Global Channel-TES”, they need a powerful business model to drive the economic stimulus, and TES has become a pronoun of the economic stimulus; they said that “Now, Global Channel-TES is not only a franchising facility or an innovative industry, but also a recovery hope.”


The conclusion of Leaders' declaration on 15 November 2009 was “We will maintain our economic stimulus policies until a durable economic recovery has clearly taken hold.” U.S. President Obama said that “Jobs must be number-one focus in 2010” on 27 January in State of the Union Address, then he created the “Export Promotion Cabinet” to help U.S. firms expand sales of their goods and services aboard. We can see that “The path of the righteousness is like the first gleam of dawn, shining ever brighter till the full light of day.”

TES, The Economic Stimulus

The economic stimulus required a tool which was called “TES”.

The effects of “TES” will be able to approach the triple-win that is “people have jobs, enterprises have profits and governments have taxes.”

Four affairs will be achieved by “TES” that are:

1.       the talent of people must be achieved.

2.       he benefit of land must be accomplished.

3.       the flow of goods must be circulated.

4.       he use of material must be completed.

Originally, “TES” was abbreviated from “The eStore System”.

“Global Channel-TES” which was officially proposed at APEC MM 2003

to be admired as the Golden Net and win the best practice of strengthening the economy society, helping 240 million people starting their business and solving the unemployment issues.

When Linda Din—President of the Panhornic ComMec Incorporation invited by Australia as a keynote speaker of APEC 2003 to address the needs of SME exporters on 4 August in Chiang-Mai Thailand, she said that “how to stimulate the economy?” and continued to point out that  “the economy stimulus demands a substantial tool, named ‘TES’.”

 “TES” was obviously a practical application of pico-tech., a practical technology of “fine can be into the dust and huge can be over the universe” was to operate in “popularity, diversity and eternity” for resolving the jobless problem through the innovative industry.

Consequently, we developed the pico-tech. of one trillionth (1 x 10^-12) meter to be a “coupler”, which consisted of “TranSamrt contactless card” and “RF Transmitter”—this was also called “Toller”.

We encouraged and suggested to issue the TranSmart contactless card by the government for the abundant treasures, and took action in submitting a “Substantial Proposal” to MOEA in May 1997; we had been rebuked as “ridiculous!” by the judges who hired by MOEA.

After the efforts in the APEC for ten years or more, we’re proved that we did right thing on the part of contactless card because “the laws of electronic payment” have been passed by the governments.

Hopping that the governments can realize “how to use the said card for the treasures in abundance”.

As to the part of “Toller”, we designed the wide ranges of its usage in all facilities of transaction and identification to form a golden net for producing the purchasing orders to the enterprises, and they will thus be able to hire more people for accomplishing the jobs.

President Din said again at APEC 2003 as bellows:

“Hereby I’d like to introduce a substantial business model, named ‘The eStore System (TES)’--a real model of the Electronic Commerce invented in 1986 by myself for solving the global jobless problem by creating new industry. TES operated by TranSmart Contactless Card when consumer buying goods. The eStore is able to do auto-transmission for the transaction record to the company’s control center…”

The applause like thunder sounded in the meeting when she mentioned that “one eStore one business one job”.

In the interval, the delegates came to ask President Din about “TES”, the responses as: “Surely, the economies need this global channel-TES for the economic stimulus! There was DOS in 20 century, and there is TES in 21 century! ”

 “TES is not only for solving the jobless problem, but also for poverty reduction and achieving the common prosperity!”

 “TES is certainly the best practice of strengthening the economy society and helping 240 million people starting their businesses!”

The conclusion was at 2003 APEC Joint Ministerial Statement No. 35: “Ministers also welcomed Australia’s proposal for a research project to evaluate options for the more effective identification and monitoring of impediments to SME export activity. Ministers encouraged all member economies to co-operate and actively participate in the project.”

Normally, this best practice should be on the way smoothly to benefit everybody; unexpectedly, attacks like the violent winds and raging storm to hit President Din who finally fell down to the ground and ill beyond cures!

When I, Li-chang Kuo participated APEC again in 2006, the gentlemen came to see me to inquire the recent status of TES; they told that “You’re persecuted by your government!” when they heard the long story in brief.

We sat to discuss the profits of TES; they astonished to say that “this is concerning the business opportunities of trillions of US dollars! It’s no wonder to be besieged by the corrupt entities!”

Indeed, we have taken care of everything except the corrupt entities!

We looked on the horizon to see the future, and with the grace of the Lord Almighty to prepare an ambitious invention—the only purpose would be for “people have jobs, enterprises have profits and governments have taxes” to build a happiness society together—so it’s called “social responsibility investment (SRI)”.

The business opportunities would not be for the corrupt entities to cling power to harm the people, enterprises and government.

It’s pity that we ignored the horrible corrupt entity like the beast out of the abyss, and almost to be devoured.

After the economic plague, the tides of unemployment rose up, more and more people consequently realized what we’ve done.

Here I must say that “TES is not only a tool of the economic stimulus, but also a ‘Two-edged sword’ which is an authority to deliver people from the evil one, or harm people by the evil one!”

In the words of scripture, “people shall do their jobs in six days, but on the seventh day they shall rest.”

So we proclaimed that “everyone has job and every family has bread” to fulfill the teaching of scripture, the concept should be from the Most High.

However, in view of the situations, we couldn’t approach the economic stimulus by politicians nor by scholars who fill their bellies with the hot east wind, but by the Lord Almighty and ourselves; just the tiny water drops melting together that will become a huge stream to run the wheel of the great age.

Golden Net

“Global Channel-TES” which was admired as “Golden Net”, that is an invention of creating new industry for new jobs.
