China’s new leader Xi Jinping declared that the determination of Anti-Corruption after the 18th National Congress of the Communist Party of China accomplished on 14 November, 2012. Hoping that will be able to implement indeed to make a better environment of investment around the Asia-Pacific region.

As we all know that “Corruption is the worst instincts of the Chinese people”, those growing incidences of the strong bullying the weak since ancient times. Those who with public power are even worse to use to oppress the innocent civilians and the vulnerable groups, so that Confucius advocated “Heartedness Thought” (Unconditional love) and became the formation of the Confucian Doctrine. Anti-Corruption that will cost much and it might be out of our imagination, but if it works, the time will be changed and the social capital will be increased to benefit the people, entrepreneurs and government to lay the foundation of lasting prosperity. The Announcement of Xi’s Anti-Corruption should be round of applause for the disadvantaged people have the fair opportunities to climb higher to contribute their talents to the world. As a mirror to inflect the images to the entities of corruption in Taiwan, those corruptions of Taiwan are rampant for years such as “Hook money with power”, “Collusion between business interests and politicians” to cause the mission goal of the socially responsible investment (SRI) was only half-completed, The commercial interests of the innovative industries has been plundered by the corruption of Taiwan to fill their pockets up, to postpone the timing of “Resolving the unemployment problem” and to make the economic plague of the unprecedented financial crisis in the world--this is the crux of the matter.

In short, the entities of corruption is the real issue of Taiwan, they’ve been producing a lot of barriers for both trade and investment. The top-level of public sector of Taiwan should learn from China’s leader Xi Jinping’s determination of crackdown corruption, and takes the lead to go all out for it. Then, Our social mission goals there will be achieved on a very day.

KSI- K-Horn Science Incubator

K-Horn Science Incubator abbreviated to KSI which was founded by Mr. Li-Chang Kuo for promoting the Project Incubator since 1979. And the social responsibility investment (SRI) was consequently promoted by the KSI since 1986. “Love others as yourself” is the original motivation of SRI, Social Responsibility Investment for resolving the unemployment problem, and derivative to invent “Global Channel-TES” with many components, and indeed to help many people making for living. APEC CEO Summit 2011 held in Hawaii, I initiated that “Love covers a multitude of sins, including the dark-side of human nature of greed and irresponsibility that needs the light of love to get rid of. People always astonished that “Why could Li-Chang Kuo easily resurrect a famous doll toy to be the world’s first with his techniques of 13-year-old?” The answers is very simple, because I have an idealist-inventor’s father—Kuo, Kun-Cheng.

In 1949, Chiang Kai-Shek--one of history’s most tyrants who fled to Taiwan to catch Communist-spy, my father rescued the victim and subjected to backfire and fell into a litigation of thirteen years—the period just during in the womb to my graduation of primary school. My father who was afraid to implicate innocents, he had given the equipments to his employees and arranged their way out or helped them to start their businesses, and closed his flourishing career since 1945; he fought the inexplicable war alone.

My father’s all incomes had to pay the cost of litigation because he did not understand Mandarin—so-called “National Language”; each summon always made him angry till paralysis in the corner, then, he went out to find someone to give his new invented equipments away, so that often impoverished by my grandmother’s skinny hands holding a bowl of rice to feed our brothers, and that also made my father declined to lead the ridicule by my Tainan’s relatives, who laughed at him: “Not only poor, but also stupid!”

Nevertheless, when the days were no summoned, my father would reinvigorate to invent those automations by the simplest tolls such as Brass-Stripping, Aluminum-Smelting, Shoe-Making machines which far-reaching impact the future generation. Those laughers ridiculed loudly, they thought that “This was the top-rich family of Tainan city finally be wiped from the face of the earth!” No one could image that “There is still a Sovereign God existed above the top of the human heads!” I applied what I only possessed skill of “Deep-Drawing” which leant from my father to make the Eyelet products and dealt with an American firm—Transworld Electronic Co., Ltd. in December 1966 to settle a purchasing order of NTD one hundred thousand in 5 days, and meanwhile, I earned NTD ninety thousand—the sum of money could buy the land approximate 11,000 sq feet at the side of Park Road.
In the Chinese Lunar New Year of 1967, my family eventually had a better new year, yet grandma’s legs could not be healed by money eternally! I discovered my father’s invention of powerful inherent energy, so that I worked closely with my American customer, and a few years later, my customer was in the name of AVNET back to the United States for listing on the NYSE successfully.

I started building new plants almost every year since 1968; my father became a local gentry, an object of everyone sycophancy. And he opposed my mass production, always pointed out to the pile of Bakelite wastes like mountain and said “People should have a social responsibility; you are proceeding an unfair competition! You should abandon the business, and you will harm the world if continued!”
> In early 1979, the day of Taiwan-US diplomacy severed, I arrived New York and to go around Seattle, Chicago, San Jose, Orlando and etc to try realizing what caused the energy crisis. Some American heard “Li-Chang Kuo” and “Cheng-Kuang Precision Industrial Co., Ltd.” they all reacted that “We switched our career because of you!” I realized that I accidentally wiped out my abroad competitors.

My father used his rest of life to protect against the tomorrow empire I planned to build, and the evil ones took advantages that made me think: “Is this the one who dared to rescue the victim as the tyrant caught the Communist-spy in Taiwan?” At last, I dropped out of my career in Tainan to Taipei to rescue a dying doll for proving that “Technologicalization of Traditional Industry” and it’s very easily resurrected to fly up into the branches to be phoenix. And this doll company—an American firm who got Taiwan’s plant shuttered without mercy to make thousands of unemployment family, and brought my offerings to the cheap-labor power’s country for highly profits, I saw the event and could not help to think of my father’s words: “People should have a social responsibility~ ”

My father proclaimed “Cooperate and sharing” in his entire life; finally, his example changed me to emphasize on social responsibility investment (SRI), try hard for prevention of the foreseeable economic plague. Although, I’ve been besieging by the entities of corruption for the commercial interests of my fruit that postponed the best timing of avoiding the mankind disaster; but one day, the world will be changed by my initiatives.

To promise me that he has prepared to live for one hundred years old, and by means of the technology of power chip to develop new aircrafts, my father suddenly died on the fourth day of January in 1999. So far thinking about my father, there is always a feeling of deep pain at the bottom of heart; especially, during the New Year and the feast-day.

Recall that the age of reigning by the tyrant; my father’s pocket was always with some fragmentary sheet of paper and a small pencil, relied on them to create the necessary techniques of Taiwan’s Precision Industry, also to leave an industrial bible in my mind-----

KSI, K-Horn Science Incubator whose products contain wide-range for the industrial purposes and consumer usages. KSI’s Creator—Mr. Li-Chang Kuo who gained the result of Power Chip in 1996 after he announced that the advantages of USB. Power Chip which is made by means of the pico-tech for the products of contactless that will be applied in the mankind’s lives today and tomorrow. When Mr. Kuo showed the achievement of Power Chip at “Science & Future” seminar, the audiences who were astonished and shouted that “It’s amazed!” Power Chip was developed originally for the TranSmart card to boost the radio frequency in order to do the transmission of the data for both card and reading device without contact, so that Power Chip was made as thin as the foil or like a membrane by the laminated technology. About KSI

K-Horn Science Incubator abbreviated to KSI, which was founded by Mr. Li-Chang Kuo for promoting the Project Incubator since 1979. And the social responsibility investment (SRI) was consequently promoted by the KSI since 1986. A lot of achievements have been made by the K-Horn Science Incubator to lead the traditional industries turning into technologicaliztion for the needs of 21st century. K-Horn Science Incubator

In the past thirty years, Li-Chang Kuo’s K-Horn Science Incubator has been incubating a lot of innovative products and industries. Mr. Kuo brought these things to the world and turned the “Contact” world into “Contactless”, and laid the foundation on the rock for rebuilding a new sanctified earth.

Some questioned that the sake of the name of K-Horn, Li-Chang Kuo, the founder told a very ancient story as following:
Once upon a time, there was a woman named Hannah, who could not conceive to bear a child. In bitterness of soul Hannah wept much and prayed to the Lord, the Lord remembered her, so in the course of time Hannah conceived and gave birth to a son. Hannah named her baby “Samuel”. Hannah said “Because I asked the Lord for my son.” Then Hannah prayed: “My heart rejoices in the Lord; ~the Lord will give strength to his king, and exalted the horn of his anointed.”—This was why “K-Horn” did come from.

Incubator should be able to bear something from nothing, even since emptiness; above mentioned story “Hannah had a son Samuel in a very difficult situation”—reflect what Mr. Li-Chang Kuo ‘s intention was.

Three decades later, the time has proven that Li-Chang Kuo did right thing; he has gotten the feed back when he told to the delegates of APEC CEO Summit in Singapore about rebuilding the global economy by the Incubator in 2009; afterwards, the APEC Leaders’ Declaration said that “We the leaders of APEC, gathered in Yokohama under the 2010 theme of ‘Change and Action’ to articulate our vision of further building and integrating the Asia-Pacific region in the 21st Century, and the paths to realize that vision. The multilateral trading system should be promoted and strengthened. We will enhance the investment environment and regulatory cooperation for innovation in life sciences. We will take concrete steps toward realization of a Free Trade Area of the Asia-Pacific (FTAAP), which is a major instrument to further APEC's regional economic integration agenda. To this end, APEC will make an important and meaningful contribution as an Incubator of an FTAAP by providing leadership and intellectual input into the process of its development, and by playing a critical role in defining, shaping, and addressing the ‘next generation’ trade and investment issues that FTAAP should contain.”

In addition, APEC will contribute to the pursuit of an FTAAP by continuing and further developing its work on sectoral initiatives in such areas as investment; services; e-commerce; rules of origin; standards and conformance; trade facilitation; and environmental goods and services.

Envision the unknown future, Li-Chang Kuo expressed that path must be rough and rugged, however, by the core thinking of the Incubator—“People through voluntary service to others”, the rough ground shall become level and the rugged places a plain.
