A Meeting on 11 February

A Meeting held on 11 February 2010 at Executive Yuan in Taipei, hosted by Dr. Hwang--Deputy Minister of Council for Economic Planning & Development(CEPD), attendants were from CEPD, Investment Commission, MOEA, Department of Commerce, MOEA and scholars of two universities, of course Linda Din and myself presented to communicate that how to approach that “IIA-TES”—Invest in America for the economic stimulus. The result was good, for the Chairman of the Meeting concluded that “National Development Fund, Executive Yuan is able to invest” . After of all, much better than before.

My wife Linda Din had a tiny hope: “Everybody has job, every family has bread”, so she had made much efforts to prevent that unemployment tide for two decades or more, she invented Contactless-tech to bear a coupler—TranSmart Card & Toller for the industrial upgrading to drive new industries for creating new jobs.


Linda proclaimed that “Micro Business-a way to avoid the jobless problem” at APEC 1997 in Vancouver Canada, and promoted that a bill of “Steering the E-Commerce” at APEC 1998, and she founded that Panhornic ComMec Incorporation on Taiwan to complete all of researching and development to achieve the electronic-store system(TES) to be a substantial object in 2000.
Afterwards, Linda officially proposed “Global Channel-TES” when she invited by Australia to act as a keynote speaker on 4 August at APEC 2003 in Ching-Mai, Thailand to address the needs of small businesses in order to help those vulnerable entrepreneurs can access to the global markets. As a result, the proposal of “Global Channel-TES” won the best practice of strengthening the economy society to help 240 million people starting a business and to resolve the jobless problem.


The response by the APEC 2003 Joint Ministerial Statement as bellows:
Ministers congratulated Thailand for successfully hosting the 1st Sub-Group on Micro enterprises in the 17th APEC SME Working Group on 4 August 2003. The Sub-Group reaffirmed the unique needs of micro-enterprises which require policy responses different from those applying to small and medium enterprises. The Action Plan to promote APEC Micro-Enterprise as proposed by the Sub-Group and subsequently endorsed by the Ministers is wide-ranging and identifies several paths for the development of policies to support and grow micro-enterprises. Ministers also instructed their officials and agencies to include the micro-enterprise perspective in all projects and initiatives undertaken by the SME Working Group.


Ministers also commended Australia for its series of self-funded seminars in 2003 on “Growing the APEC SME Exporter Community”, which provided an opportunity for member economies to gain a greater appreciation from APEC small businesses, small business associations and industry groups of their views on how APEC could tackle the important issue of identifying and reducing impediments to trade for regional small businesses. Ministers encouraged all member economies to co-operate and actively participate in the project.

However, we're falling into a full-oriental attacks and besieged by the entity of corruption as returned from Thailand to pause the implementation of Global Channel-TES. Although we'd been attacked and besieged by the entity of corruption to cause to eat the grass like cattle, however, our universal concern has eventually prevailed.

I continued to proclaim that “TES” at APEC CEO Summits in Hanoi, Lima and Singapore I said that “Economy development just as wild geese cluster soar in the sky, USA is the head, we should invest in America for the economic stimulus.”—to win the positive response, but applause is not enough, we have to take action, and to act with a sense of urgency for rebuilding the global economy.

According to the proposal of “IIA-TES”—Invest in America to create 1,892,000 jobs for the economic stimulus at APEC CEO Summit 2009, I have discussed with Dr. Hwang, Deputy Minister of CEPD, Executive Yuan of Taiwan on January 21 to expect assembling a task force for approaching the proposal. Consequently, there was a meeting held on 11 February after we've done many striving.

Hoping that Public Sector and Private Sector can cooperate to figure out a way that with common understanding to run the pilot exercise in California in the near future to fulfill that Job Creation Policy.

President Barak Obama addressed on January 27 to point out that unemployment population approximate 18 million in U.S.—it's too urgent to wait! Coincidently, I've been making much efforts to proclaim that how to deliver American from the jobless problem in the long run, and I had done that descriptions in the APECs about how to utilize those conventional vending machines to update to be VAM & eStores, and to form a welfare channel for exporting the goods which made in USA.

In 1982, I walked into a firm to rescue their Toy Dolls from the abyss, when I finished the affairs of re-engineering for resurrection of the said stuff, which unit cost had been decreased to one dollar per piece—even so the said firm still shut the Taiwan plant to overseas for the sake of seeking the 35 cents manufacturing cost, and left thousands of local unemployment people. Just as President Obama said “the corporation you work for will ship it overseas for nothing more than a profit”.


Therefore, I and my wife Linda Din started proclaiming that “Social Responsibility Investment” since 1986, and preached that “Creating New Industry for New Jobs”—invented that contactless-tech to make the ePayment come true, from Monetary revolution to bring a derivative value chain for producing more job opportunities, and brought the concept to the APECs for invention of “Micro Business”, which substantial tool is “TES (The eStore System)” constructed by the electronic-stores, “One eStore One Business One Job” was officially submitted by Linda at APEC 2003 to win the best practice of strengthening the economy society to help 240 million people starting a business, and as a multilateral trading system for making free movement of people, goods, services and capital…

Now, the time has come! We projected to run the pilot exercise in California ahead of the general implementation. I'll be glad that all the stakeholders who can participate the action plan for the proposal.
